Deputy Chief Information Officer
Daphne Caldwell Rackley is a seasoned technology executive with more than 30 years of leadership experience spanning both the private and public sectors. Since joining the City of Atlanta in 2006, she has advanced through a series of leadership roles and since 2010 has served as Deputy Chief Information Officer (DCIO) for the Department of Atlanta Information Management (AIM) with various city-wide IT responsibilities.
Daphne is currently dedicated to the Department of Watershed Management (DWM). In this role, she leads a dynamic and diverse team aligned for strategic technology initiatives focused on delivering innovative, reliable, secure, and user- centered solutions that advance Watershed’s mission. Her amazing team consists of multiple divisions: IT Infrastructure & Operations, Information Security, IT Project Management Office, Application Support & Development, Geographic Information System (GIS), Data & Innovation, and OT for SCADA and CCTV Infrastructure & Operations.
She holds a Bachelor of Science in Mechanical Engineering and has completed multiple executive leadership programs. Outside of work, Daphne is also the proud mother of four daughters, grandmother to three, and wife of 21 years. She enjoys time with her faith, family & close friends, health & fitness, and lifelong learning guided by her personal motto, inspired by her father: “The best thing in the world is understanding.”
