Joel is a recognized authority on IEC 61850, the international standard for substation automation and power system communications. He serves as TC57WG10 Technical Coordinator for Communications at the International Electrotechnical Commission (IEC), US Technical Advisor to IEC TC57, and Chair of the IEC 61850 Test Procedures Working Group at UCA International Users Group. He is also a Co-Editor of IEC 61850-7-2 and IEC 61850-8-1. Joel holds a degree from the University of Maine and is based in Raleigh, North Carolina.
