Ulfan Aliyev

Ulfan Aliyev is the Chief Commercial Officer of the National Artificial Intelligence Center of the Republic of Azerbaijan, the country's central institution for advancing AI, established under the Artificial Intelligence Strategy of the Republic of Azerbaijan for 2025–2028.

Appointed in July 2026, he leads the Center's commercial strategy, overseeing the commercialization of national AI products, revenue development, and strategic partnerships across the private, public, and government-to-government (G2G) sectors. Previously Senior Product Owner at the Center, he led Azerbaijan's first large language model project — the e-qanun.ai legal search engine tailored to the Azerbaijani language — and managed DataRace, the country's first machine learning and AI competition platform. He also contributed to formulating the national AI Strategy for 2025–2028.

Earlier, he held product and business development roles in fintech at Simbrella and Kapital Bank. He holds an MBA and a BSc in Finance from the Azerbaijan State University of Economics (including an Erasmus exchange at the University of Leicester, UK), is a certified Professional Scrum Product Owner (PSPO II), and holds a FinTech certificate from Harvard University.
